Dogs on Greek beaches: what the law allows

Greece has one national rule for dogs at the beach — article 19 of law 4830/2021 — and it turns on a single question: whether the beach is organised. This page explains that line in plain language, and where a municipality or port authority can still add its own restrictions.

This page summarises national legislation as we read it. It is information, not legal advice, and it does not replace the signage at the beach: municipalities and port authorities issue their own local regulations, and the concession holder decides for the area it runs.

Can I take my dog to the beach in Greece?

On beaches that are not organised, yes. Article 19 of law 4830/2021 allows companion animals onto unorganised beaches, including into the sea. Out of the water the animal must be on a lead and under the supervision of the person responsible for it, who must also clean up after it. Organised beaches are the exception — see the next question.

What counts as an organised beach, and what changes there?

An organised beach is one run as a business or under a concession — sunbeds, umbrellas, a beach bar or a similar service. There, article 19 permits only assistance and therapy dogs as defined by the law, unless the operator has put up clearly visible signage allowing dogs. If there is no such sign, assume dogs are not admitted and ask the operator. More than half of the beaches recorded in CalmBeach are not marked as organised, so on most of the coast it is the first rule that applies.

Are dogs allowed on Blue Flag beaches?

No. Beaches awarded the Blue Flag do not admit dogs, with the exception of assistance dogs. That is a condition of the award itself, and it applies wherever the flag is flying, organised or not. In the CalmBeach app, Blue Flag beaches carry a badge on the beach card and you can filter for them.

Does my dog have to be on a lead?

Yes, out of the water. The law requires the animal to be on a lead and supervised while it is on land. In the sea itself, on an unorganised beach, the lead requirement does not apply — but the person responsible for the animal still is.

Can a municipality ban dogs from a beach anyway?

Yes. National law sets the baseline; municipal councils and port authorities can issue local regulations for particular beaches or particular hours, and those are binding. What the sign at the entrance says is what applies on the spot — if a sign contradicts this page, follow the sign.

Why does CalmBeach not mark each beach as dog-friendly?

Because we would be guessing. Open map data carries a dogs tag for only a handful of Greek beaches, and the rule also depends on signage and local decisions that change from one season to the next. What each beach page does state is whether that beach is recorded as organised, which is the question the law turns on. We would rather say that, and say it accurately, than publish a verdict for nearly three thousand beaches that we cannot stand behind.

Where does this come from?

Law 4830/2021 "New framework for the welfare of companion animals", article 19 (Government Gazette A′ 169/18.09.2021), and the award conditions of the Blue Flag programme, run in Greece by the Hellenic Society for the Protection of Nature. Local regulations are issued by each municipality and port authority; the beach itself is the only place they are always posted.
